The economics of air defence are becoming almost as important as the technology itself. Armed forces need sophisticated interceptors for sophisticated threats, but using high-value missiles against large numbers of relatively inexpensive drones is difficult to sustain.
That problem is beginning to shape procurement. In July, the UK Ministry of Defence awarded £3.16 million to Frankenburg Technologies, Greenjets and Cambridge Aerospace under the Low-Cost Air Defence Effectors programme. The objective is explicit: develop interceptors capable of defeating drones and other airborne threats at a price and production rate that can support operations at scale. The programme sits within the five-nation Low-Cost Effectors and Autonomous Platforms initiative involving the UK, Poland, France, Italy and Germany.
This is more than another counter-UAS competition. It reflects a basic procurement problem that defence ministries increasingly have to solve.
Matching the weapon to the threat
Traditional air defence has largely been built around scarcity. Advanced aircraft and missiles are expensive threats, so investing heavily in the interceptor used against them can be justified.
Mass-produced drones change that calculation. The defender can successfully intercept every incoming system and still lose economically if each engagement consumes a weapon costing many times more than its target.
The answer is unlikely to be a single low-cost missile. Instead, future air defence will require a layered range of effectors. Electronic warfare, guns, low-cost interceptors, conventional missiles and directed-energy systems will each have circumstances in which they make operational and financial sense.
Germany’s decision to continue development of a naval high-energy laser with MBDA and Rheinmetall provides another example. The programme follows more than a year of sea trials in which the demonstrator fired more than 1,000 shots against air, sea and land targets. The operational system is scheduled to become available in 2029.
Procurement must include production
Cost per engagement is only part of the issue. Availability matters just as much.
The UK has already indicated that the next LCADE phase will examine systems capable of being produced in significant numbers across partner nations. That brings manufacturing capacity, components and supply-chain resilience directly into the specification.
Defence buyers therefore need to ask different questions. How quickly can an interceptor be produced? How many can realistically be stored? Can industrial output replace expenditure during sustained operations? What is the appropriate weapon for each level of threat?
The future of air defence will still depend on highly capable missiles. But against mass drone attacks, technical performance without an affordable engagement model risks creating an effective system that cannot be used often enough.
The procurement challenge is no longer simply to intercept the threat. It is to do so repeatedly, at scale and at a cost the defender can sustain.
